Malta's location is ideal for conducting international business and it offers various advantages: Malta has had an important strategic value for several thousands of years due to its geographical location at the crossroads of modern civilization. Malta served as a European outpost for the Northern part of Africa, the Middle East and Southeast Europe (Greece, Rumania and the territory of the previous Yugoslavia). Until recently, political power related considerations were dominant because whoever ruled Malta also controlled the Mediterranean region; today, financial and business factors are what render Malta increasingly interesting. Indeed, it is an ideal base for doing business in the afore-mentioned regions, not only because of Malta’s location but also because historically Malta has always cultivated close business relations in those areas.

Malta is a stable two party parliamentary democracy and is one of the European Union member states. Indeed it is the southernmost border of the EU and despite its size it has a pivotal role to play in the region. Malta boasts an excellent educational system and has a labour pool of skilled, loyal, conscientious, flexible and English speaking people. The salary level is about one third of the one prevailing in Central Europe.

Malta is the rising star in financial services and this sector of the economy already counts for 13% of GDP and is growing exponentially. It is no coincidence that all financial services legislation in Malta has been adopted unanimously in Parliament, and the standard of this legislation and indeed of the regulatory authority (MFSA – Malta Financial Services Authority) overseeing financial services business in Malta is of the highest order.

Malta is a fully ‘onshore’ financial service center and has a full imputation tax system. Its commercial and fiscal legislation allows the registration of different forms of commercial undertakings, including the so-called ITC (International Trading Company) and the IHC (International Holding Company). These companies are regularly taxed at the flat corporate rate of 35%, however the corporate tax credit rules available under the full imputation tax system coupled with the use of flexible internationally accepted accounting criteria, such as accumulation of inner reserves, write-offs or transfer payments to third parties for licensing fees, etc, it is possible to reduce the effective tax rate very substantially. With the exception of Switzerland, Malta maintains double taxation treaties with almost all European and Commonwealth countries; it also has such an agreement with China. Subsequently, a Maltese company can apply for tax refunds from those countries. Malta is not on the black list of the OECD for so-called "tax heavens". [View DTT list]

Malta’s financial services sector is highly professional; most management staff were educated or gained professional experience in the UK. HSBC has taken over one of the big banks in Malta and other known banking institutions also have a presence of sorts, thereby ensuring that international banking services are first-class and guaranteed. The well-known Fidelity Group, the UBS Bank of Switzerland, amongst others, have registered their mutual funds in Malta and at the same time listed the respective units at the Malta stock exchange. This is another proof of the high quality standards of this financial centre. It is also emerging as a very valuable Mutual Fund jurisdiction….an alternative within the EU to the traditional fund jurisdictions.

If a person is applying for a residence permit, it is not necessary to submit a world-wide asset list. A certification of minimum personal assets amounting to MTL150'000.00 and annual income of MTL10'000.00 is required. In addition, the applicant must own or rent one family house or apartment. The holder of the residence permit pays tax on income transferred to Malta for covering cost of living, and indeed any income transferred to Malta in general, at a flat rate of 15% with a Minimum tax of MTL1'800.00).
